JOB SUMMARY:
The Clerk, under the general supervision of the Yukon-Kuskokwim Regional Tribal Government (Y-K RTG) Speaker and District Representatives, will perform a variety of responsibilities related to elections systems. The Clerk will manage the election of the Y-K RTG President and Council. The Clerk will also work with a Y-K RTG contractor to conduct community outreach, marketing, logistics, and other services as needed. *This position reports to the Yukon-Kuskokwim Regional Tribal Government (Y-K RTG) Speaker and District Representatives.
ESSENTIAL FUNCTIONS:
- Oversee the Y-K RTG election process.
- Recruit well-qualified candidates to serve as Election Commissioners.
- Supervise and support the Election Commission during election season.
- Prepare and update the election calendar with notices, requirements, and election deadlines.
- Coordinate with Y-K RTG’s contractor on election pamphlets, community outreach, social media, and marketing.
- Coordinate with the contractor to update the Y-K RTG website as needed.
- Develop professional drafts, finalize correspondence, coordinate mailouts, gather and organize information for briefing papers, and contracts.
- Perform data entry in a variety of applications with accuracy.
- Quick to learn computer applications (reporting software, data integration software, website development platforms, etc.)
- Develop a Tribal enrollment and identification process system.
- Inventory/catalog existing files and organize/create new files for the election cycle.
- Record meeting minutes for Tribal Council meetings and work sessions.
- Certify Tribal Council resolutions and other official records.
- Identify and recommend a Tribal court system for the Y-K RTG Council’s consideration to adopt and begin the planning process.
- Handle multiple tasks simultaneously and independently.
- Update and submit the Y-K RTG President’s timesheet to submit to the Administrator for processing.
- Prepare and submit Council member stipends for meetings, travel, etc.
- Perform other duties as assigned.

- Ability to add, subtract, multiply, and divide, find fractions, and decimals. Ability to compute rates, ratios, and percentages and to formulate and interpret bar graphs.
- Ability to type 45 words per minute and adequate knowledge of Microsoft Office Suite software.

MINIMUM QUALIFICATIONS:
- High school diploma.
- Two or more years of proven project management experience or Tribal elections experience.
- Ability to pass a drug and background screening.
- At least 25 years of age.
- Resides in one of the 50 communities within the Yukon-Kuskokwim Region (and is enrolled in one of the 56 Tribes).
- Able to speak Yup’ik preferred.
